Internal and external audits have historically found high error rates in leave balance calculations on time and leave reports. Absent an automated system for time and leave reporting, it is very important for all employees to understand their responsibility in making sure for each month’s time record:

  • the time is recorded correctly
  • prior month balances are carried forward properly
  • calculations of ending balance are done correctly
  • leave without pay and impact on calculation of leave accruals are properly accounted for
  • the proper leave accrual rate is applied

The employee preparing and/or reviewing the records and the supervisor signing the records should ensure correctness of this information and certify the time and leave reports timely.

Time and leave report trainings are provided on a regular basis through HRS Training & Development. Additional resources are being explored to provide greater means of ensuring accuracy in these records. Currently, policies related to time and leave reporting and employee responsibility may be found at BPPM 60.60, Time Report for Overtime-Eligible Employees, and BPPM 60.62, Leave Report for Overtime-Exempt Classified Employees.

For assistance in your time and leave reporting procedures, contact HRS (hrs.wsu.edu) or the Office of Internal Audit at ia.central@wsu.edu.

This is a reminder about state ethics rules.

Improper computer, email and internet use are the most common findings in settlements issued by the Washington State Executive Ethics Board (EEB).

In general, employee use of state-provided resources is permitted if the use is reasonably related to the conduct of official University duties.

Use of state resources for personal purposes, unrelated to the conduct of official duties, is prohibited unless it falls under de minimis rules. De minimis is use that is brief, infrequent, does not result in additional cost to WSU, does not interfere with performance of job duties, and does not compromise the security or integrity of state information or software. Some personal use activities are deemed prohibited (including use for political activities, lobbying, and outside business). De minimis rules do not apply to these activities, thus, any use of state resources for these purposes would be an ethics violation.

Protect your unit, yourself and your employees by ensuring proper awareness of ethics rules. See hrs.wsu.edu for ethics training resources. Also refer to Executive Policy #4, BPPM 10.21 and BPPM 20.37.

For questions or assistance, please contact Internal Audit at ia.central@wsu.edu.

In the near future Facilities Services Grounds Department will be removing three large old Silver Maples along Stadium Way. The trees are declining and deemed structurally hazardous especially given their proximity to Stadium Way traffic lanes. The wood from the trees will be taken to the Compost Facility. Replacement Sugar Maple trees  have already been planted in the near vicinity of these trees to be removed. If you have any questions or concerns please contact Kappy Brun, Grounds Supervisor, at 335-9067 or kappy@wsu.edu.
