The United States Postal Services requires that any mailing of 200 or more pieces that is to be mailed at a discounted price (i.e. nonprofit, presorted first class, standard) MUST have the mailing list go through a list cleansing process within 95 days of mailing.
If every address on your mailing list has not been through a list cleansing processes within 95 days, the mailing can only be mailed at full first class rates.
