Shipping lithium batteries or equipment with lithium batteries

In 2016, the Department of Transportation has adopted regulations regarding the transportation of lithium batteries.  In the past, Air transport of lithium batteries has been highly regulated but Ground transportation has not. If you ship laptops, cell phones, lithium batteries or equipment with lithium batteries in them by air and now by ground they could be regulated and would need a certified dangerous good shipper to ship these items.
