Earmark reform efforts could bring $5M cuts to WSU

WASHINGTON — Handcuffed by campaign promises and earmark reform, Democrats have proposed cutting or eliminating spending on thousands of government programs. Washington State University could lose almost $5 million for agricultural research projects.
