The anual open enrollment for the Flexible Spending Account (FSA) and the Dependent Care Assistance Program (DCAP) will start November 1 and run through November 30 for the 2018 plan year. These benefit programs require an employee to enroll/re-enroll in the program annually in order to participate for the upcoming plan year. Both the FSA and the DCAP benefits are offered through Navia Benefit Solutions.
Employees who have a FSA account in 2017 will be able to submit claims incurred through March 15, 2018 to Navia Benefit Solutions who will process those claims during the January 1 – March 15, 2018 grace period.
All claims for 2017, both FSA and DCAP must be submitted no later than March 31, 2018.
Employees who wish to enroll/re-enroll for 2018 may do so either via paper form or online enrollment. Complete online enrollment directly with Navia Benefit Solutions or by the hardcopy 2018 enrollment form found which will be available November 1st at the Open Enrollment Website.
The online enrollment can be done through Thursday, November 30th. Hardcopy enrollment forms must be returned to the Pullman Human Resource Services (HRS) office no later than 5 pm (PST) that day.
The enrollment form is for both FSA and DCAP. Please review and complete the form carefully to ensure you are enrolling in the appropriate program.
If you are a current FSA participant and choose to enroll in a Consumer-Directed Health Plan (CDHP) for 2018, you will not be able to participate in the FSA benefit. You will also need to completely spend down your 2017 FSA to $0.00 by December 31, 2017. If there is $0.01 or more in your account as of January 1, 2018, contributions cannot be made to your HSA account until April 1, 2018, in accordance with IRS regulations.
