SPOKANE, Wash. – The Washington State University Board of Regents today approved the establishment of a doctor of medicine degree for the Elson S. Floyd College of Medicine.
Meeting in a regularly scheduled session at the WSU College of Nursing on the campus of WSU Health Science Spokane, the WSU Regents approved a doctor of medicine degree requiring completion of six courses in medical science, four clerkships, one sub-internship rotation, eight regular rotations, and 12 one-credit courses in medical leadership. The leadership courses allow the student to earn a separate certificate in leadership in medicine and healthcare. Besides coursework, the student must also pass 3 national licensing exams; complete a scholarly project; and satisfy professionalism standards set forth by the college.
Regents also authorized WSU President Kirk Schulz to conduct negotiations with Corporate Point Developers for the development of a “mixed use village” on the WSU Pullman Campus near the Palouse Ridge Golf Club. The parcel would be leased to the developer under a long term unsubordinated ground lease. Issues to be considered in negotiation include the proposed sale of approximately 3 acres of WSU-owned property to the developer for a proposed first phase of condo development with an option to purchase an additional 6.5 acres for a proposed second phase of development, as well as the resolution of land use/jurisdiction issues between WSU, Corporate Pointe and city of Pullman.
In other actions, the WSU Regents:
- Moved five items on the agenda from future action items to action items, including the design approval and construction budget approval of the $40 million Phase 2 of the Global Animal Health building and the $66 million Plant Sciences Building Research Education Complex Building 5. The Regents approved a proposal giving authority to the president to enter into contracts necessary to complete the projects, contingent upon funding appropriated by the state legislature. Under the resolution, the projects will only move forward at this time If the funding is legislatively appropriated.
- Also moved from future action items to action items and approved by Regents were proposals to establish a doctoral degree in Statistical Science and a bachelor of science degree in Sports Medicine and a master’s degree in Athletic Training. The final item moved forward and approved by Regents was a proposal to replace a master of art’s degree in Apparel Merchandising and Textiles with a master of science degree in the same discipline.
- Approved a number of proposed tuition rates for academic year 2017-2018, contingent upon the legislative budget. Under the proposal, most tuition rates for academic year 2017-2018 will remain the same, contingent upon the legislative budget. Regents declined, however, to approve an undergraduate tuition rate pending passage of a legislative budget.
- Tuition increases approved by Regents were: 1. A proposed increase in tuition rates for the Online MBA program and the Online Executive MBA. 2. A proposed increase in tuition rates for Veterinary Medicine effective fall 2017. 3. A proposed new rate for the Professional Science Masters, Electrical Power Engineering. 4. A proposed new rate for the Elson S. Floyd College of Medicine.
- Approved a proposal delegating authority to the WSU president to enter into any and all contracts necessary to complete a Student Housing Development on the campus of WSU Tri-Cities on a 13.9 acre parcel of vacant land on the northern portion of the WSU Tri-Cities campus.
- Approved the proposed purchase of a new 1.5 Tesla magnetic resonance imager to replace an existing 20-year-old MRI machine and copper shielding in the MRI Room of the WSU Veterinary Teaching Hospital at a cost not to exceed $2.2 million. The MRI room is used for medical imaging of a variety of animal species.
- Elected Regent Theodor Baseler as chair and Regent Ron Sims as vice chair of the WSU Board of Regents for the year beginning May 16, 2017.
- Appointed Stacy Pearson, WSU vice president for Finance and Administration, to the position of Treasurer of the Board of Regents.
- Approved a proposal to amend several health and safety regulations related to on-campus spectator events.
- Approved a proposal to increase in the Student Transit Fee for the Pullman campus by $5 per semester for all students enrolled in 7 credits or more, and $2.50 per semester for all students enrolled in less than 7 credits, beginning with the 2017-2018 academic year.
- Approved a proposal to establish a $20-per-semester Technology Fee for WSU Vancouver undergraduate students, beginning in the fall of 2017.
- Approved Student Technology Fee allocations recommended by Student Fee Technology Committee for fiscal year 2018.
- Approved a $20 per semester increase in the Academic Year Health Fee on the Pullman campus beginning in the fall of 2017. Currently WSU Pullman students are charged $184 per semester or $368 per year for student health fees. The proposed increase would increase the amount to a total of $204 per semester/$408 per year, generating approximately $733,000 annually for Student Health and Wellness.
- Approved a proposal delegating authority to the WSU president to approve Services and Activities Fees Committee Allocations for Summer 2017 and Academic Year 2017-2018.
- Reviewed and approved the Seven Year Accreditation Visit Report from the WSU Provost Office to support continuing accreditation of the institution, preparatory to an onsite visit by an NWCCU accreditation review team in Spring of 2018. The resolution included a delegation of authority to the president to approve any updates that might need to be made to the report in advance of the site visit.
